A set of performance measuring system is important to lead ports to succeed. For better understanding the competitive position, the port also has to make a comparison to its competitors. Therefore, we have two purposes on this study. First is to establish a comprehensive performance measuring system by using the new management tool, the Balanced Scorecard. After considering the nature of commercial ports, we developed 31 performance measuring criteria based on the finance, customer, internal business process, and learning and growth perspectives. The second purpose is to demonstrate how this measuring system is used for ports performance comparison through the methodologies of AHP and fuzzy set theory. Three commercial ports in Taiwan, denoted as Port A, Port B, and Port C, were taken as an example to illustrate the detailed procedures. The result revealed Port B had best integrated performance after taking 31 criteria into account.
